Our Client is a leading player within the Construction Industry. They are now looking for a HR Manager / Assistant HR Manager to join their Singapore operation.


Responsibilities:
* To provide direction and support to project teams in all areas of HR.
* Developing (local) HR policies campaigns and best practices while assisting in the overall globalization of the International Business Unit.
* Managing a team of HR professionals.
* Supporting Employees and Management by driving, planning, coordinating and implementing effective HR guidelines, procedures and guidelines across the full spectrum of HR.
* Analysis of Manpower resource allocation, visa quotas and employee satisfaction.
* Putting together regular and ad hoc payroll and costing reports for management and employees.
* Managing HR reporting for Senior Management.
* Monitoring HR performance feedback to Company Division Heads and Project Management teams.
* Participating in pre-project, planning and client meetings.
* Ensuring training is implemented to ensure all necessary certificates and / or licenses are obtained by the company under full compliance of regulations.
* Investigating and completing the process of all accident investigation reports.
* Preparation and submission of sustainability plans.
* Continuous improvement of HR systems and policies.
* Ensuring HSE compliance.

Desired Skills and Experience :
* At least 10 years of HR experience.
* A recognized University Degree in HR or related.
* HR leadership experience, proven exposure in managing HR professionals / teams.
* Proactive approach with outstanding problem solving skills.
* Significant experience in achieving operational excellence in HR within the Construction Industry.
* Strong understanding of the MOM guidelines for labour law requirements for the construction industry in Singapore.
* Sound understanding of the payroll process.
* Sound experience in strategy and policy development with follow through on implementation.
* A personality and leadership style that inspires and drives safety culture with professionalism, diligence and passion.
* Ability to coach and develop subordinates.
* Strong English communication skills and the ability to communicate in Mandarin is essential.
